Pulse cookies in a food processor until a fine crumb forms, then stir in the melted butter. Press into a pie plate and chill.
Melt the chocolate in the microwave. Beat the cream cheese, sugar, cocoa powder, and vanilla. Pour in the melted chocolate, then fold in Cool Whip.
Pour filling mixture into the Oreo cookie crust. Spread Cool Whip over the top, then sprinkle with mini chocolate chips.
Refrigerate for at least 4 hours before serving. Cut into slices and serve.
